Evangeline J. Montgomery Scholarship Fund

The Carl T. Rowan Chapter of Blacks In Government established a scholarship program in 2005 in honor of one of our long-standing members and respected artist, Ms. Evangeline J. (“EJ) Montgomery.  Ms. Montgomery is an internationally renowned artist and arts advocate.  Before her retirement at the U.S. Department of State, she worked as a Program Development Specialist in the Visual Arts Program in the Bureau of Educational and Cultural Affairs. As an artist, she continues to exhibit her artwork throughout the world including ambassador’s residences. 

Ms. Montgomery and 24 renowned artists have donated signature pieces from their collections for the Chapter to sell, a portion of which is donated to the Chapter’s Scholarship Fund.  Some of the artists include: Samella Lewis, Leon Hicks, Ben Jones, Shirley Woodson, Clarissa Sligh, Gilda Snowden, Floyd Coleman, Renee Stout, Margo Humphrey, Larry Walker, and Valerie Fair. 

Mr. Caesar Jackson, a BIG Lifetime Member and former Chapter President, uses his home to show and sell the artwork. Pictured in the 2014 photo gallery below, Ms. Montgomery thanked Mr. Jackson for his support and dedication to the program over the years by presenting him with one of her signature pieces of artwork during the 10th Annual Scholarship Awards Banquet. 

The Evangeline J. Montgomery scholarship program has been a success for 11 years awarding approximately $80,750 to 79 Washington area high school seniors and 11 undergraduate students (majoring in Art and/or Art History) from Howard and Morgan State University.  Each year the Chapter hosts a scholarship awards banquet in honor of the students.  Each student reads their winning essay and receives words of encouragement from a special guest speaker(s) along with musical entertainment.   If you'd like to make a donation to the scholarship fund via PayPal, please click the “Donate Online” button or send a payment to This email address is being protected from spambots.
